OpdrachtgeverOur Client Mitsui Chemicals is a Japanese chemicals company, listed on the Nikkei with business interests in Japan, Europe, China, Southeast Asia and the USA. The company produces performance materials, petro and basic chemicals and functional polymeric materials. Mitsui Chemicals is active in the sectors Mobility, Food and Packaging, Health Care, Next Generation Business and Basic Materials. Looking to its business line Mobility, with a strong position in the US, Mexico, Brazil, Japan, China, Thailand and India, it is the companies’ ambition to also play a strong role in the European interior and exterior automotive market. Due to this objective, there is a need for an own compounding plant in Europe. For various reasons, including (technical) infrastructure and other, it has been decided to build a new plant on the Chemelot industrial estate with the name Mitsui Prime Advanced Composites Europe BV (ACE). A new factory will be built here with a capacity of 30,000 tonnes and an expected work force of around 60 employees.
The ambition is to start production by mid-2020. At present, the new plant is in the engineering and design phase. The year 2019 will therefore be devoted to prepare for the start of production in 2020. This involves supervising the entire construction process, installing the equipment, conceiving the new ideal organizational structure as well as the phased recruitment and training of the right employees.
In order to give form and content to these preparations, it is important that a Manager HR and General Affairs is appointed on a short term in order to work with the Japanese colleagues to fulfil the ambitions mentioned above. Functie-informatieIn short, the goal of the HR manager is to achieve the strategic business targets of ACE by maintaining and recruiting capable staff, by developing all staff and helping to make ACE an employer of choice. Moreover, ensuring that the right health and safety measures are implemented and followed.
The first step is to develop and implement HR-systems, policies and company rules. Also, the design of the company´s compensation and benefits program needs to be set up. Another responsibility is ensuring that the company complies with all applicable laws and regulations related to HR, especially on the subject of employment law, tax law and social security laws.
Given that the production plant is built from scratch, especially in the beginning, focus must be on recruitment. Thus, one of the goals is to develop, lead and execute a talent acquisition strategy by developing the employer brand, thereby enabling the company to attract, assess, hire and retain the right people to grow the business. The HR manager will be leading the recruitment activities, not only for the administration organization but also for the worker at the factory level.
Once the production plant is operable, the supervision, training and development of the members of ACE´s employee’s is on the HR Manager’s agenda. Furthermore, there is room for implementing creative/innovative initiatives to improve HR practices in relation to employee engagement, business controls and data collection/analysis. Moreover, the function includes advising on and promoting ACE’s best practices related to HR-matters by collecting and sharing those through effective communication amongst the employees. Also, it is key to continuously identify ways to improve ACE´s company culture.
As to the big picture, the Manager HR and General Affairs will carry out long term HR strategic planning in close co-operation with ACE´s top management. Furthermore, alignment of HR KPI´s with the ACE’s strategic and operating goals is essential. This way the ACE`s leadership team can facilitate effective project and change management in order to deliver the required results. In addition, there will be collaboration with the other European plants and Japanese HQ on HR relevant topics.
Functie-eisenCapability to take the lead in setting up the base structure of the new company, not only for HR but also for the general administration functions and regulations. Next to that, a university (applied sciences) degree is required, preferably in law or economics with a minimum of 5+ years of Human Resource Generalist manufacturing experience. Additionally, good interpersonal and analytical skills are required even as the ability to engage employees. Since Mitsui is an international company it is also essential to have intercultural skills, the willingness to travel and to be flexible. In terms of languages, you need to be fluent in English and Dutch. Besides, having experience working in a Japanese company or experience in setting up a new company is an absolute plus.
