European Centre for Development Policy Management (ECDPM) is a leading independent think tank that wants to make policies in Europe and Africa work for inclusive and sustainable development.

ECDPM believes good policies are extremely powerful. They can tackle society’s biggest problems at the root, lay a foundation for change, and play a crucial part in making the global development agenda a reality for all. That is why ECDPM wants to help institutions and governments across Europe and Africa create policies that work.

ECDPM has over thirty years of experience in development policy and international cooperation and know the African and European institutions inside out. ECDPM’s focus is on EU foreign policy and European and African policies related to conflict, migration, governance, food security, regional integration, business, finance and trade.

ECDPM’s partners include officials from ministries and institutions, international organisations, think tanks, academia and social and economic actors from Africa, Europe and beyond. ECDPM’s core funder is the government of the Netherlands. Other institutional partners include the governments of Austria, Belgium, Denmark, Estonia, Finland, Ireland, Luxembourg and Sweden. ECDPM also receives funding for specific projects from a diverse group of organisations and institutions. There are two offices: in Maastricht (the Netherlands) and Brussels (Belgium). ECDPM employs 45 people with 28 different nationalities, added with a flexible layer of knowledge professionals with specific expertise.

Head of Finance Operations

Job information

You have a versatile package of responsibilities that range from Finance Control (including Taxes, Accounting, Travel Events and Operations) to ICT. ECDPM wants to further improve its operations and financial control. The Finance Operations department is actively involved in the entire organization and can contribute significantly to ECDPM’s aspirations by enhancing the financial awareness within the organization, translating its intentions into helpful key indicators, connecting all the information systems and the development of visually friendly management reports. The year 2021 is an important year where ECDPM will be further professionalizing its organization into a more agile one. You are an important party in getting this done in a way which matches with the ambition, character and culture of ECDPM.

The complexity of ECDPM’s finances arises from the many funders with specific requirements related to how their funding is to be allocated and reported. In this matter, together with the finance team, you have to guide and coach the program managers to be financially in control. This asks for an emphatic Head of Finance Operations who has a supportive mindset towards the organization as well as the ability to hold firm when needed. In consultation with the rest of the Management Team members you decide how unrestricted funds are allocated to the programs. Furthermore, being dependent on external funding asks for an entrepreneurial mind-set and strategical thinking.

The Finance Operations team consists out of 7 employees (Financial Officers 4 fte, ICT 2 fte, facility 1 fte). You report to the Director and will have to maintain a good relationship with the Supervisory Board.

Job requirements

You are academically qualified and have ample working experience in the field of Finance Control in an international environment. As well, you have an affinity for ICT. You are supportive to the organizational operations accompanied with good social and coaching skills. Also, with your ability to trigger change and temporize, you guide the organization towards the envisioned future. Furthermore, you are able to create confidence and team spirit. It is a plus if you are proficient in Dutch/French, are experienced in project administration, and have experience with working at a NGO or public organization.

The office is located in a historical building on the Onze Lieve Vrouweplein in Maastricht.
